Solicitation Pre-proposal Briefing

An informational workshop was held January 24, 2012, 1:00 - 3:00 pm EDT to assist proposers. Guidance was provided for developing quantitative, practical technology milestones for proposed tasks. The workshop was conducted remotely via telecon with briefing charts available via WebEx. The agenda for the briefing is given below. Questions and answers from the briefing are listed as well.

However, the solicitation was amended in February 2012 to announce that proposals will not be solicited for the TDEM science area under the 2011 SAT solicitation (ROSES 2011, Appendix D.8). This step was taken to accommodate changes in the Exoplanet Exploration Program's planned budget outlined in the President's Fiscal Year 2013 budget request. The next opportunity to propose to the TDEM element of the SAT program will be under the ROSES 2012 NRA. This change does not effect proposals selected previously under the TDEM element of the ROSES-2010 SAT solicitation, which will be funded as planned.

Questions and Answers from the 24 January 2012 Briefing

Q: How much funding is available for new awards?
A: For the 2012 SAT-TDEM awards there will be $4.1M available for first year funding of new awards.

Q: Where will the funding come from for the second or third year of an award?
A: Liens for future-year funding of awards will be placed against the budget of future years. Liens from past years have already been accounted for in the overall SAT-TDEM budget for this round, with the remaining $4.1M being available for new awards.

Q: How can I obtain more information about the dimensions and layout of the first High Contrast Imaging Testbed (HCIT-1)?
A: Contact Dr. Marie Levine at JPL. Her contact information is provided in the presentations.

Q: Would the CIELO integrated modeling software be provided to potential users as a software package with instruction manuals, or would this be provided as a service?
A: It would be provided as a service. The associated workforce for the analysis would need to be costed in any related SAT-TDEM proposal.
